Malilipot National High School . was a former extension site of San Francisco National High School. Its separation from its mother high school was approved last October 10, 2005 The extension site of San Francisco National High School was established and named San Francisco National High School, Malilipot- Campus by virtue of the proposal submitted by its former School Head, Mr. Romeo C. Boñon, endorsed to the local Government Unit of Malilipot, Albay, then to the Schools Division Superintendent who did endorsed the same to the DepEd Regional Director, Regional Office No. V who approved the same.
With 16 teaching staff, 5 regular/ permanent, 5 volunteers, 3 locally funded, 3 deployed and 2 non- teaching staff, SFNHS Malilipot- Campus started its operation in the year 2003 and held its First Commencement Exercises in April of 2004.
After its year of operation, the School Head was promoted and the school was turned over to the competent management of the newly promoted Secondary School Principal I, Mr. Leo B. Buela. Under the new management the extension site was separated from its mother school and adopted its new name- SFNHS-Malilipot Campus.
Before Malilipot National High School
The school was established in 1965 as San Francisco Barangay High School trough the initiative of Mr. Manuel Renovilla, former schools district supervisor for Malilipot; Mr. Maximo Boneo, former elementary grades principal of San Francsico Elementary School; the late Hon. Marciano Bitara Sr., former Municipal Mayor of Malilipot; the members of the Municipal Council and the members of the Barangay Council of San Francisco, then headed by the late Hon. Diosdado Palces Sr., the Barangay Captain.
In July of 1965, the San Francisco Barangay High School was formally opened with 87 students enrolled under an emergency plan. The classes were conducted from 3 in the afternoon to 7 in the evening under one permanent teacher and two part timers. The elementary school “gabaldon” was first utilized in the conduct of the said class.
Three years after its establishment, the third year students were absorbed by the Tabaco National High School due to financial constraint. The first and second year levels, however, remained at San Francisco Barangay High School. It was in school year 1969-1970 when the incoming third year and fourth levels were accommodated and two years later, the school had her 1st Commencement Exercises. During this period it already occupied the back portion of San Francisco Elementary School having a total land area of 4,090 square meter.
By virtue of Republic Act 6655, San Francisco Barangay High School became San Francisco Nationalized High School just like the other Barangay High Schools in the entire Philippine Archipelago.
Due to the continues increase in enrolment, lot acquisition was given priority by both the Parent- Teachers Association and the Barangay Council of San Francisco. With this concerted effort, the school was able to acquire a school site through donations and purchases. It has acquired a total of 25, 391 square meters; 10,000 sq.m. of which was donated by Mr. & Mrs. Jackson Alparce. Unfortunately, this was not utilized due to natural obstruction. Then, 891 sq.m. was donated by the late Malilipot Mayor and Mrs. Marciano Bitara Sr.; 350 sq.m. was donated by the Barangay Council; 3,203 sq.m. was purchased from Ms. Romana BitaraJra; 875 sq.m. was purchased through the effort of Hon. HerminioBitara and the remaining 10,000 sq.m. was bought from Mr. Mariano Bisoña through Congressman Edcel C. Lagman who donated Php 100,000.00. And the concerted efforts of the 1989-1990 General PTA Officers headed by Mr. Eduardo Bitara, the Purok Barangay Officials, the San Francisco Nationalized High School which was then headed by Mr. Romeo Bobis and the Municipal Council of Malilipot Albay.
Early in 1994, Mr. Romeo Bobis together with the members of the faculty submitted a proposal to Congressman Edcel Lagman appealing for the conversion of San Francisco High School to San Francisco Institute of Science and Technology. Congressman Lagman sponsored House Bill 12079 on July 25, 1994 which was approved as Republic Act (R.A) 7936 otherwise known as “An Act Converting San Francisco High School into San Francisco Institute of Science and Technology and appropriating funds thereof on March 1, 1995.
With the full implementation of the Republic Act, the school began to admit post-secondary enrollees and eventually catered to two departments- the secondary and the post-secondary/technical- vocational courses. At the early part of the said implementation, both the secondary and the post-secondary occupied the new school site, for it is relatively bigger in area than the old site. However, later, the high school department was fused to the old site and the new site was solely occupied by the post-secondary. The school principal was automatically became the Vocational School Superintendent, who supervised of Mrs. Myrna Gonzales, who was designated as Vocational Supervisor. Two years after, Mrs. Gonzales was succeeded by Mr. Francisco Binalla Jr.
The Special Provision I item 19 in the General appropriation Act of 1997 which transferred technical vocational education schools from Department of Education Culture and Sports (DECS) to Technical Education and Skills Development Authority (TESDA) states that, the secondary school enrolment shall be gradually phased- out in a span of five years.
However, through the initiative of both the concerned parents and the vigilant members of the Barangay Council of San Francisco, Malilipot, Albay, the school was retained and transferred to the Department of Education. This was made possible through a joint Barangay- PTA General Assembly held on September 20, 2001 with the presence of Hon. Congressman Krisel Lagman- Luistro, TESDA Regional Director Orlando Naag, TESDA Provincial Director Luzviminda Santos, and Mr. Romeo Bobis.
As a result, a Memorandum of Agreement was entered into by and between Director Teresita Diaz- Naz, of the Department of Education, Regional Office V and Director Orlando M. Naag, of TESDA Regional Office V on May 8, 2002.
During this period Mrs. Evelyn Camasis, a new administrator took over and accepted the challenge of managing the school despite of many concerns relative to the school’s real status. That was in the later part of 2001.
On August 4, 2002, Mr. Romeo C. Boñon assumed the office of being the School Principal. Because of the conviction that school could still regain its excellent reputation in the educative process like the kind of reputation that he has several years back, creating highly intellectual graduates, Mr. Romeo Boñon, submitted a proposal to the Sangguniang Bayan of Malilipot, Albay creating an extension of the school at Tugawe, Malilipot, Albay. The proposal was submitted by the Sangguniang Bayan to the DepEd Regional Director, Regional Office V, Director Teresita Diaz- Naz, which was approved.
On September 12, 2003, the school adopted its new name from San Francisco Institute of Science and Technology- DECS Transferred High School to San Francisco National High School by virtue of Municipal Ordinance No. 05- 2003 as enacted by the Sangguniang Bayan of Malilipot, Albay.
With 16 teaching staff, 5 regular/ permanent, 5 volunteers, 3 locally funded, 3 deployed and 2 non- teaching staff, SFHNS Tugawe campus started its operation in the year 2003 and held its First Commencement Exercises in April of 2004, with Epifanio B. Buela, Ed. D, as the First Commencement Speaker.
Today, Malilipot National High School has 36 permanent teaching personnel, and 3 administrative staff It has a total enrollees of 830 for school year 2020-2021 having an average class size of 53 in every class.
